Public Service
Dependency Atlas

A birth, a marriage, a death in the family, a move, a new home, a new business — every life event comes with paperwork. The record you need is often blocked by another record, held by another department, that nobody told you about.

This atlas maps those links for 12 Bengaluru services — what each one depends on, where it can break, and what no public document explains.

What the public record leaves out

What's missing

Across 17 services we found 78 steps where no public document explains what to do. Here are 5. We only searched public sources, so there are probably more.

  1. Your paperwork is fine, but BESCOM’s system can’t match your property ID (EPID) to your electricity account. What the error means, who can fix it, and how long it takes — none of this is published anywhere.See this in Electricity name transfer
  2. You have applied for a birth certificate, but cannot see an acknowledgement, status, rejection reason, or downloadable certificate. The public material does not say who owns the fix, what evidence resolves it, or how long resolution takes.See this in Birth certificate
  3. A citizen reports a submitted residential plan appearing stuck. The underlying cause is not documented. The listed next step is a cautious workaround, not a published resolution.See this in Building plan approval
  4. A commenter reports finding an error in a death certificate and seeking a correction. The underlying cause is not documented. The listed next step is a cautious workaround, not a published resolution.See this in Death certificate
  5. A public tracking link is visible, but its fields and outcomes were not inspected because using it would require case data. The public material does not say who owns the fix, what evidence resolves it, or how long resolution takes.See this in Fresh adult ordinary passport

Where journeys break

Three layers of failure

01

Documentation

An older BESCOM account says it needed a builder NOC; a 2026 account says it did not. No public document explains when that NOC is required. Property-tax pages list name correction and an ARO contact path, but do not say what the office will accept or what a completed correction looks like.

02

Process

You need to move a BWSSB water account into your name, but the public portal shows only new or additional connections — not the transfer route.

03

Infrastructure

BESCOM’s system can’t match your property ID (EPID) to your account — and no public document says who repairs that.

Bengaluru-first directory

Which service are you stuck on?

Each entry traces the records the service depends on, what can block it, and the evidence behind every statement.

Mapped = we traced every mapped route and its gaps. Partially mapped = the public record stops before at least one journey does. Both are researched; neither means the service is complete or incomplete.

Mapped means every record on every mapped route has been researched: each answer is published, or we checked and found no public procedure. Every handoff is sourced.

Another way to look at this

The same services, as a filing cabinet

Every service is a folder of the public documents that exist — and the grey files are procedures that should be there and aren't.

Want to strengthen a map?

Use the shared research format to add a source, record a gap, or show a contradiction without turning uncertainty into a guess. The existing entries are a starting point, not a claim that every public journey is fully documented.

This is a working prototype of a method for mapping documentation gaps across government services, demonstrated on Bengaluru utilities and municipal services.
