KERC's 28 August 2025 order states that development-infrastructure charges are levied on assessed load where the applicant/developer has not laid the electric line or plant to the point of connection, and service-line cost applies to requisitioned load beyond assessed load; if requisitioned load equals assessed load, service-line charges are not applicable under the order's stated conditions.
