Delhi new domestic water connection grid-only evidence ledger

Delhi, NCT of Delhi, India

6 of 6 stated. Source: authored. As of .

v0.1

Scope

Delhi new domestic water connection

The individual owner of a built residential property with no connection applies to the city's water utility for a new domestic water supply, with sewer only where the same application covers it. Bulk or high-rise connections, commercial use, regularisation of unauthorised connections, name transfer on an existing account and tanker supply are excluded.

Six expectations

What public evidence states.

stated

The FAQ publishes a line-by-line schedule of amounts the citizen pays in the domestic category, which is this scenario's category: application fee Rs. 10, opening fee Rs. 250 water and Rs. 250 sewer, trade advance Rs. 5,000, occupier security Rs. 500 water and Rs. 500 sewer, and road restoration Rs. 1,600 water and Rs. 3,200 sewer where the distance from the property to the DJB network is up to 5 metres. Two further amounts are route-specific rather than general: the fixed development charge of Rs. 45,000 or Rs. 1,00,000 applies only in unauthorised regularised colonies, which a scoped applicant may or may not live in, and the Rs. 50 doorstep fee only on the optional doorstep route. The FAQ also gives Rs. 10 for the application form and processing; the reviewed evidence does not establish whether that is the same Rs. 10 as the table's application fee, and this ledger does not resolve it. The schedule is not established as exhaustive: no claim in this ledger records what is payable where the distance to the network exceeds 5 metres, and that gap is recorded here as a limitation on the reviewed evidence, not as a finding about what the route says.

Concrete documents are named with a requirement to produce them: a proof of identity document and a property ownership document as a condition of sanction, an enumerated list of acceptable identity proofs plus the last three months' paid electricity bills and an undertaking for the colony categories the charter names, and a passport-size photograph on the online form. The enumerated list is written for unauthorised or regularised colonies, urban and rural villages and slum katras; for a property outside those categories only the identity-and-ownership condition is stated.

An actionable service-level target is published: the charter's table of services gives 15 days for a new water and sewer connection, and the charter gives the same 15 days for the doorstep route, where its wording ties the figure to sanction of the connection. The figure therefore covers one stage only. The reviewed evidence publishes no figure for anything that follows sanction, and this ledger records that a demand raised by the ZRO office must then be paid within fifteen days or the sanction is withdrawn — a deadline binding on the applicant, not a service-level target on the Board. What is required after that payment, and how long it takes, is not established by the reviewed evidence and is recorded here as a limitation. Both charter figures rest on a source whose currency is not established by the document and which audit grades C; the only Grade B figure in this cell is the applicant's own payment deadline.

Limitations

What remains bounded.

Independent research, not official advice. Grid-only benchmark run: sources and claims only, no nodes, edges, roadblocks or journeys. Desk research, no counter visited. Limitations: the new-connection application form was read but never filled in or submitted, and the application-status route was read but never queried with a reference number; the Delhi Jal Board citizens charter carries no visible issue date inside the document and its own text refers to a Board resolution of 26 October 2021 and to timelines extended to 30 September 2022, so parts of it predate the access date even though the hosting page displays a last-updated date of 3 September 2026; areas under the New Delhi Municipal Council and the Delhi Cantonment Board are outside the Board's route and outside this scoped row. Do not submit personal data through this ledger.

Audit

Independent review and corrections.

Audit — Delhi new domestic water connection

  • **Service:** water-connection
  • **Jurisdiction:** Delhi, NCT of Delhi, India
  • **Primary scenario:** `scenario_ind32_water_residential` — the individual owner of a built residential property with no connection applies for a new domestic supply; bulk and high-rise, commercial, regularisation of unauthorised connections, mutation and tanker supply are excluded
  • **Audit date:** 2026-09-06
  • **Benchmark version:** 0.1
  • **Mode:** grid-only (no nodes, edges, roadblocks, journeys or portal sidecar; their absence is not raised as a finding)

Severity key: blocking — nothing ships until resolved; correction — a structured correction is proposed in water-connection.corrections.json; note — recorded observation, no correction proposed.

Findings

F1 — correction — six claims resting on the citizens charter are graded B where section 4 requires C

Records: claim_delhi_water_simplified_document_list, claim_delhi_water_doorstep_fee, claim_delhi_water_charter_delivery_time_fifteen_days, claim_delhi_water_doorstep_timeframe, claim_delhi_water_officer_responsible_zro, claim_delhi_water_portal_tracking_facility_listed (source source_delhi_water_djb_citizens_charter)

What the protocol requires: Section 4 grades at C "Official but indirect, incomplete, archived, or potentially outdated material" and, separately, "Archived, undated, or visibly outdated official material; state the date and limitation." Section 4 closes with the rule that grades describe source strength, not convenience.

What I observed: The source record itself concedes the two facts that decide this. The PDF "carries no visible issue or revision date", and its own text "refers to a Board resolution dated 26 October 2021 and to rainwater-harvesting timelines extended to 30 September 2022, so its currency is not established by the document." Both C triggers are therefore met on the ledger's own record: the material is undated, and it is visibly outdated in the specific sense that its internal reference points are a five-year-old Board resolution and a timeline that expired four years before the access date. The hosting page's "Last Updated: 03/09/2026" footer dates the page, not the file, and the researcher correctly declined to treat it as dating the document. The charter also states of itself that it is not a legal document for enforcement, which is a further indirectness signal. Grade B, which section 4 reserves for a *current* official procedure, form, portal, circular or agency page, is not available for this file.

Effect on cells: None of the six cells collapses. Section 8 admits a Grade A, B or C claim as support for stated, so the downgrade changes the recorded strength of the evidence without changing any cell state. It does concentrate a real weakness in time: after this correction, both figures that constitute the *service-level target* (15 days in the charter's service table, 15 days on the doorstep route) rest on C material, and the only B-grade figure in that cell — claim_delhi_water_demand_payment_deadline — is a deadline binding on the applicant, not a commitment by the Board. The rewritten time note (F6) records this. owner and after-submission each retain independent B-grade support (claim_delhi_water_zro_office_directory_published and claim_delhi_water_zro_approves_sanction; claim_delhi_water_public_status_tracking_route), and documents and cost each retain B-grade support from the FAQ and the observed form.

The limitation itself is already stated in meta.disclaimer and in the source notes, so section 8 lint item 5 is satisfied on the limitation limb; only the grade is wrong.

F2 — note — the FAQ, form, status route and contact directory are correctly retained at B

Records: source_delhi_water_djb_faq, source_delhi_water_djb_new_connection_form, source_delhi_water_djb_track_status, source_delhi_water_djb_contact_directory

I tested whether F1's reasoning generalises, since three of these four also record no visible date. It does not, and the distinction is worth stating because it is the line the correction set depends on. Section 4's B row expressly covers "a current official procedure, form, service portal, circular, or agency page, including direct current observation of a public official interface", and a second B row covers "an observed current official form"; section 8 lint item 4 makes grading an observed current official form at C a lint failure. The FAQ, the new-connection form and the status route were read live on the portal on the access date, which is what makes them current; none of them carries internal content that dates itself to an expired period. The contact directory is a static file with no visible issue date, but likewise carries nothing that marks it as superseded. What separates the charter is not undatedness alone but undatedness *plus* internal text whose own reference points have expired. These four stay at B.

F3 — correction — the status-route claim asserts, as observation, return content that was never observed

Record: claim_delhi_water_public_status_tracking_route

What the protocol requires: Section 5 keeps basis separate from grade — observation records what a source or interface directly shows, inference records a conclusion drawn from it, mixed must explain the boundary in notes, and a source grade does not turn an inference into an observation. Section 10 requires that case-data-bound surfaces "remain unknown rather than inferred". Section 8 lint item 6 targets overclaims across an authentication or other boundary.

What I observed: The claim is recorded basis: observation, status: verified, and its text asserts that the route "returns the applicant's details, the application status, and a dated list of actions performed with remarks." Its own notes then concede the opposite: "The route's own field labels were observed; no reference number was entered and no case data was retrieved." What was directly observed is the route's existence, its public reachability without login, and that it accepts an application reference number for a new connection. What it renders on submission sits behind a case-data boundary this run correctly did not cross, so the return-content half is an inference from the page's labels. That is precisely the mixed case, and section 5 requires the boundary be explained in notes — which it already is, so the notes need no change. status is likewise overstated at verified; partial is the accurate record.

Effect on the cell: after-submission survives. Section 8 admits partial claims as support for stated, and the part of the claim that carries the cell is the directly observed part: a public, reachable status page that takes a new-connection reference number is a "status page, tracker" in the definition's own terms, and it is actionable by the citizen after submitting. The cell would not survive on the inferred half alone.

F4 — correction — a claim in the `owner` cell compounds two jurisdiction rules for two different routes

Record: claim_delhi_water_zro_approves_sanction; new record claim_delhi_water_executive_engineer_scope

What the protocol requires: Section 1 — "one claim asserts one checkable thing". Section 8 lint item 1 checks for compound or list claims. Section 13 permits the auditor to split compound claims.

What I observed: The claim asserts both that a new connection is sanctioned subject to the approval of the ZRO or competent authority — the in-scope residential rule that the owner cell relies on — and that technical feasibility assessment and sanction of a commercial or bulk connection fall to the Executive Engineer concerned. Those are two different decision-makers for two different service routes, one of which the primary scenario expressly excludes, joined only by "and". The second half is worth keeping: it is route-selection evidence that tells a citizen the residential route is the one that applies to them. But it should be a claim in its own right, not a rider inside the claim that scores owner.

The correction narrows /text to the in-scope rule, updates /notes which would otherwise reference a half that is no longer there, and adds claim_delhi_water_executive_engineer_scope carrying the excluded-route sentence verbatim with the same source, grade and basis. No evidence is lost and none is invented. The new claim is tagged to the primary scenario, as section 2 requires every claim to be, and its notes record that it is deliberately not cited by the owner cell, which scores the residential route.

F5 — correction — the `cost` cell note asserts evidence that no claim in the ledger records

Record: expectation water-connection, /cells/cost/note

What the protocol requires: Section 9 — a stated cell writes its state, claimIds, and an actionable-value note. Section 7 — every non-Unknown claim needs at least one source, and citations must resolve to specific pages. Section 13 — the auditor may not invent evidence to make a record complete, and by the same standard a cell note may not carry evidence the ledger does not hold.

What I observed: The note's closing sentence reads: "The published total is not exhaustive: beyond 5 metres the applicant bears the contractor's cost, which the same route says is not billed by the Board." That is a substantive evidential assertion about what the FAQ says, attributed to "the same route", and no claim in this ledger records it. claim_delhi_water_domestic_charges_table stops at "where the distance from the property to the DJB network is up to 5 metres"; nothing else in the ledger touches beyond-5-metre costs, contractors, or what the Board does and does not bill. The note is smuggling an uncited finding into the sidecar through prose. The underlying observation — that the schedule is not established as exhaustive — is legitimate and should stay, but as a stated limitation about the reviewed evidence, not as an assertion about what a source says.

The rewrite also tightens two things I tested while I was in the cell. First, claim_delhi_water_development_charges_unauthorised_colonies (Rs. 45,000 / Rs. 1,00,000) and claim_delhi_water_doorstep_fee (Rs. 50) are route-specific, not amounts the general-case scoped applicant pays: the first turns on the colony's regularisation status and the second on choosing the optional doorstep route. Both are correctly in the cell — the scenario excludes regularisation of an unauthorised *connection*, not applicants living in an unauthorised regularised *colony*, and the ledger's own claim note draws that distinction correctly — but the note should not read as though they stack for every applicant. Second, the FAQ yields two separate Rs. 10 amounts, an "application fee for water" in the charges table and a Rs. 10 form-and-processing charge in claim_delhi_water_application_form_fee, and the reviewed evidence does not establish whether these are the same charge. I propose no correction on that point — resolving it would require re-reading the source, and I will not guess — but the rewritten note records it.

Effect on the cell: cost stays stated. Section 8 asks for "an amount a citizen pays or an actionable fee schedule" and does not require exhaustiveness; the FAQ's domestic table is a line-by-line schedule of amounts, in this scenario's category.

F6 — correction — the `time` cell note likewise asserts evidence no claim records

Record: expectation water-connection, /cells/time/note

What the protocol requires: Section 8 — for time, "when the figure covers only one stage, the cell note must say so." Section 9 and section 13 as in F5.

What I observed: The one-stage disclosure requirement is met — the note does say the 15-day figure covers sanction, which is the point the cell most needed to concede, and that is properly supported: claim_delhi_water_doorstep_timeframe ties the 15 days to "sanction of a new water or sewer connection", and claim_delhi_water_demand_payment_deadline shows that a further stage, a demand raised by the ZRO office, follows sanction. The defect is in the same sentence's continuation: "no figure is published for the physical installation that follows, which the same evidence says is executed by a licensed plumber at the applicant's cost." No claim in this ledger records a licensed plumber, an installation stage, or who bears its cost. As in F5, an uncited assertion is doing work in the sidecar.

A second, smaller inaccuracy: the note says the 15 days is "named against the responsible officer in the charter's service table". The ledger holds a claim that the charter names the ZRO as responsible officer and a claim that the charter's service table gives 15 days, but nothing establishes that the two appear in the same row. The rewrite drops the assertion.

The rewritten note keeps the one-stage disclosure section 8 demands, states the post-sanction gap as a limitation on the reviewed evidence rather than as a fact about a plumber, keeps the distinction between the Board's service target and the applicant's own fifteen-day payment deadline, and records the F1 grade position.

Effect on the cell: time stays stated. A published 15-day delivery time in a charter's table of services is "an actionable duration, deadline, processing period, or service-level target" under section 8, and the one-stage condition the definition attaches is satisfied by the note.

F7 — note — the `documents` cell was tested against the scenario scope and holds

Record: expectation water-connection, /cells/documents

I pressed hardest here. claim_delhi_water_simplified_document_list — the enumerated list of voter ID, ration card, passport, PAN, driving licence, Aadhaar, bank passbook or government photo ID, plus three months' paid electricity bills and an undertaking — is written by the charter for "unauthorised or regularised colonies, urban and rural villages and slum katras". It is not the list for a scoped applicant whose property sits outside those categories, and if the cell rested on it alone I would have scored the cell down. It does not. The claim's own note and the cell note both state the scoping in terms, which is the disclosure the protocol wants, and the list is legitimately in the cell because a scoped applicant in a regularised colony is inside this scenario.

For the general case the cell stands on two other claims. claim_delhi_water_form_photo_and_id_upload records a concrete document — a passport-size photograph, as an image file under 1 MB — with an explicit requirement to upload it, observed on the current public form, applying to any online applicant including this one; that satisfies section 8's second limb outright ("names a concrete document with a requirement to submit, provide, upload, produce, or attach it"). claim_delhi_water_identity_and_ownership_documents gives a proof of identity document and a property ownership document as a condition of sanction. The second is a document class rather than a named instrument, which puts it near the line, but section 8's mentioned counterexample is "a reference to documents without telling the citizen what is required", and the FAQ does tell the citizen what is required. stated accepted.

F8 — note — the `after-submission` cell was tested against section 8's exclusion and the ledger's own exclusions are correct

Record: expectation water-connection, /cells/after-submission

Section 8 disqualifies "a step at or before submission — including registration, document presentation, payment, appointment booking, or the act of submission". Three claims that could have been wrongly recruited are correctly kept out of the cell. claim_delhi_water_application_submission_routes describes where an application can be lodged, and its own note says so explicitly: "A step at submission, not after it; recorded for the route, not for the after-submission cell." claim_delhi_water_registered_consumer_boundary is a boundary statement, recorded partial/mixed with the observation-inference boundary explained, and section 8's rule that "a boundary statement or Unknown claim records a limitation, not a positive cell value" is honoured — it appears in no cell. claim_delhi_water_sanction_outcome_notice_unknown is graded Unknown with status: unknown, empty sourceIds (which the ledger schema permits only for Unknown, correctly), and is likewise cited by no cell.

What carries the cell is a genuine post-submission surface, subject to F3. The route was read and never queried; that limits what may be claimed about its output, which F3 corrects, but it does not make the surface less visible or less actionable to a citizen holding a reference number. stated accepted.

F9 — note — two source records omit a visible-date statement (section 8 lint item 5 residue)

Records: source_delhi_water_djb_new_connection_form, source_delhi_water_djb_track_status

Lint item 5 checks "missing publishedAt without a visible-date note". No source in this ledger carries publishedAt. Three of the five compensate with an explicit statement in notes — the FAQ ("shows no visible last-updated or version date"), the charter (at length), the contact directory ("shows no visible issue date"). The form and the status-route records say only that they were observed and read-only; neither states whether the page displayed a version or last-updated date. No correction is proposed: supplying the answer would require observing the pages, and inventing either answer to close a lint item is exactly what section 13 forbids. It affects no cell state. Recorded for the integrator to close by re-observation.

F10 — note — archive snapshots predate the access date by seven to fourteen months

Records: all five sources

Section 11 requires an archive snapshot captured "at access time" and, where capture fails, the access date, the failure and a limitation. The charter handles failure exactly right: the availability API returned nothing, the original official URL is retained, no substitute homepage was used, and the failure is recorded as a limitation — section 11's requirement met in full. The other four point to pre-existing Wayback snapshots dated 2025-07-04, 2025-08-09, 2025-10-10 and 2026-02-15, each recording "no new capture was pushed from this run". Those snapshots evidence the pages as they stood seven to fourteen months before the access date, not as they were read on 2026-09-06, so if a link later dies the ledger cannot point to a copy of what was actually observed. Section 14's definition of done asks for "a Wayback snapshot or documented archival failure", which is satisfied on the letter, so this is recorded as a note rather than a correction. It is a durability weakness in the run, not a defect in any cell.

F11 — note — login-boundary handling is correct and no cell rests past a boundary

Lint item 6 targets overclaims across a login boundary. This ledger is clean on that count and unusually explicit about it. claim_delhi_water_registered_consumer_boundary records the FAQ's own list of registered-consumer-only functions, is graded partial with basis: mixed, explains in notes which half is observation and which is inference as section 5 requires, and is cited by no cell. The form and the status route are both recorded as reachable without login, which is what makes the documents and after-submission evidence admissible without crossing anything. The one boundary the run did cross the line on is a case-data boundary, not an authentication one, and that is F3.

F12 — note — citation gate, dates, jurisdiction, scenario tags and reference integrity are green

Section 7: all twenty-two non-Unknown claims carry at least one sourceId, and the single Unknown claim carries none, as the schema requires. All five source URLs resolve to specific pages or files — a FAQ page, a charter PDF, a form page, a status route, a directory PDF. None is a department homepage used as a specific citation; the agency record's officialUrl is a portal root but is an agency record, not a claim citation. All dates are ISO and every accessedAt is 2026-09-06, matching meta.asOf and the audit date. Every claim's jurisdiction string is "Delhi, NCT of Delhi, India", identical to meta.jurisdiction and to the manifest, and every source repeats it in notes with the agency naming displayed on the access date. All twenty-three claims are tagged to scenario_ind32_water_residential and to nothing else; that is the manifest's primaryScenarioId, the scenario record's id matches, no alias appears. Every claimId in all six sidecar cells resolves to a claim that exists — twenty distinct claims cited across the six cells with no repeats — and the three uncited claims are the three that section 8 requires be uncited (F8). contradictsClaimIds is empty throughout, consistent with a ledger holding no contradictions; I found none the integrator should have linked.

F13 — note — one claim ID names content its text does not carry

Record: claim_delhi_water_form_photo_and_id_upload

The ID promises a photo *and ID* upload; the text covers only the passport-size photograph. Section 1 is explicit that a published record ID is reused and that content changes, not identity, so no correction is proposed. Recorded so a later reader does not assume the form's ID-upload requirement is evidenced here — it is not.

F14 — note — the remaining multi-part claims were tested for atomicity and accepted

Having split one claim in F4, I state the standard I applied so the treatment is consistent rather than arbitrary. A claim asserts one checkable thing when it states one rule together with its qualifiers and carve-outs. On that standard claim_delhi_water_who_can_apply is one applicability rule with a geographic carve-out; claim_delhi_water_completed_authorised_construction is one rule about the state of the premises stated with its converse; claim_delhi_water_one_connection_per_dwelling is one allocation rule with its height limit; and claim_delhi_water_domestic_charges_table is one observation of one published table, which section 6's preference for "a small number of precise claims over narrative summaries" positively favours over seven fragments. claim_delhi_water_zro_approves_sanction failed the standard because its two halves name different decision-makers for different service routes, one of them expressly excluded from this scenario — different subjects, not a rule and its qualifier.

F15 — note — grid-only mode and explicit zeros

nodes, edges, roadblocks and journeys are all empty and there is no portal sidecar, which is legitimate in grid-only mode and is not raised. Consequently sections 6 and 10 have nothing to bite on: there are no researchedNoSourceFound markers to verify against public-route evidence, and no route observations to check. scenario.pathNodeIds is correctly empty and scenario.status is partial. Section 3 has no application here — no cell rests on an explicit zero. The ledger is schema-valid against schemas/ledger.json as it stands, and remains so after the proposed corrections.

---

Verdict

The unusual all-stated result survives audit, but not untouched: the evidence behind it is weaker in two places than the ledger recorded, and the sidecar was carrying two findings that no claim supports. Six claims drop from B to C, the status-route claim drops from verified/observation to partial/mixed, one compound claim is split, and two cell notes are rewritten to remove uncited assertions and to state the gaps as limitations. None of that moves a cell, because section 8 admits Grade C evidence and partial claims as support for stated, and because each cell retains support that was directly observed within the scenario's scope.

Accepted cell states: cost stated; documents stated; eligibility stated; time stated; owner stated; after-submission stated — 6 of 6 stated.

Re-audit — 2026-09-06 (IND-91 part B)

A fresh isolated auditor re-audited this row after pre-audit lint remediation, on the section 12 inputs only. 6 corrections were proposed and 6 applied; none unapplied.

Re-audit: Delhi — new domestic water connection (`water-connection`)

Scope: ledger/jurisdictions/delhi/water-connection.json, its expectations sidecar, the delhi / water-connection manifest entry, benchmark/schemas/ledger.json, benchmark/schemas/corrections.json, and PROTOCOL v0.1. Mode is grid-only (manifest), so nodes, edges, roadblocks and journeys are empty by design and PROTOCOL §6 (researchedNoSourceFound) does not apply to this row. Primary scenario scenario_ind32_water_residential matches the manifest (§2). No URL was opened; every finding is judged from the ledger and sidecar text as written.

Verdict on cell states: all six cell states are correct as recorded. No cell state change is proposed. Findings below are cell-membership, grade, basis and atomicity defects that do not move a state, plus compliance confirmations.

---

F1 — The `cost` cell cites a claim that asserts no cost content

Record: expectations /cells/cost/claimIds → claim_delhi_water_application_form_fee_3 Rule: PROTOCOL §8, cost cell definition ("stated when the evidence gives an amount a citizen pays or an actionable fee schedule"), and the requirement that a cited claim actually support the cell.

claim_delhi_water_application_form_fee_3 asserts only that "the application form can also be downloaded from the consumer portal." It carries no amount, no fee schedule, and no explicit-zero statement. It is a route claim, not a cost claim. §3 would let a stated zero count as a value, but the claim does not state that the download is free — it says nothing about price at all, so §3 is not engaged and the claim cannot be read as an implicit "no fee".

Its siblings claim_delhi_water_application_form_fee (Rs. 10 at the ZRO counter) and ..._fee_2 (what the Rs. 10 covers) do carry fee content and stay cited.

Effect on state: none. Twelve remaining cited claims give line-by-line amounts (Rs. 10, Rs. 250 + Rs. 250, Rs. 5,000, Rs. 500 + Rs. 500, Rs. 1,600 + Rs. 3,200, Rs. 45,000 / Rs. 1,00,000, Rs. 50). cost stays stated.

Correction: C1 (remove the claim ID from /cells/cost/claimIds).

F2 — Grade B on an undated static PDF whose currency the ledger itself says cannot be checked

Record: claim_delhi_water_zro_office_directory_published /evidenceGrade, resting on source_delhi_water_djb_contact_directory Rule: PROTOCOL §4 — Grade C covers "Archived, undated, or visibly outdated official material; state the date and limitation"; Grade B covers "a current official procedure, form, service portal, circular, or agency page, including direct current observation of a public official interface".

The source note states: "Visible date: none is shown; the file carries no issue or revision date. Limitation: the file is undated, so the directory's currency cannot be checked." That is the §4 Grade C condition stated verbatim by the record itself.

The ledger's other undated records are graded consistently *against* this one:

  • The undated **live interfaces** (`..._new_connection_form`, `..._track_status`) each argue Grade B on the §4
  • clause "direct current observation of a public official interface", and each says so explicitly: "its currency
  • rests on it being a live official interface on the access date." §8 lint check 4 also forbids grading an
  • observed current official form C. B is right for those.
  • The undated **static PDF** (`..._citizens_charter`) is graded **C**, and every claim resting on it is C.

ContactUs.pdf is a static file, not a live interface. It is in the same class as the charter PDF and should carry the same grade. Grading it B is the §8 lint check 3 failure mode (Grade B on material that does not meet the B conditions) applied to an official-but-undated document.

Effect on state: none. §8 admits Grade A, B or C claims as support for stated, and the owner cell also holds claim_delhi_water_officer_responsible_zro (C) and claim_delhi_water_zro_approves_sanction (B, FAQ). owner stays stated on a specific office list plus a designation tied to a jurisdiction rule.

Correction: C2 (B → C).

F3 — Unwaived compound claim: `claim_delhi_water_application_submission_routes`

Record: claim_delhi_water_application_submission_routes /text Rule: PROTOCOL §1 (official-source pass: "one claim asserts one checkable thing"; auditor "Split compound claims"), §8 pre-audit lint check 1 (compound or list claims), §13 (the auditor may split compound claims).

The text carries two independently checkable submission routes in one sentence — the online consumer-portal route and the counter route at the concerned Zonal Revenue Office on all working days. A citizen can find one true and the other false; they are separate assertions.

This is the only surviving multi-limb claim of its kind in the file. The IND-91 part B remediation split every comparable claim (..._who_can_apply → four limbs, ..._network_precondition → two, ..._demand_payment_deadline → three, ..._registered_consumer_boundary → five, and so on) and a prior audit split claim_delhi_water_zro_approves_sanction into the ZRO limb plus claim_delhi_water_executive_engineer_scope. This record was missed. The manifest entry's lintWaivers array waives exactly one record (claim_delhi_water_simplified_document_list_2) and does not cover this one, so §8's rule that "an unwaived finding blocks audit" applies.

Effect on state: none. The claim is cited by no cell — its own note records "recorded for the route, not for the after-submission cell", which is correct under §8's after-submission definition ("the act of submission" is not after-submission evidence).

Corrections: C3 (narrow the parent to the online limb), C4 (add ..._routes_2 for the counter limb, following the file's established _2 suffix convention so record identity is preserved per §1), C5 (record the split in the parent's notes, as this file does for every other split).

F4 — `basis: mixed` on a claim whose own note says it is wholly an inference

Record: claim_delhi_water_registered_consumer_boundary_5 /basis Rule: PROTOCOL §5 — "observation records what a source or interface directly shows; inference records a conclusion drawn from it; and mixed must explain the boundary in notes."

The claim text is "Those registered-consumer surfaces sit past a boundary that this run did not cross," and its note states: "This is the inference drawn from the FAQ's list." The observational limb — what the FAQ actually lists — is carried separately by ..._boundary, ..._boundary_2, ..._boundary_3 and ..._boundary_4. Nothing observational remains in _5, so there is no boundary for mixed to explain; the record is internally inconsistent with its own note. The correction is grounded entirely in the file, not in outside evidence.

Effect on state: none. This is a boundary claim and §8 forbids it from supporting any positive cell value; the sidecar correctly cites it in no cell.

Correction: C6 (mixed → inference).

---

F5 — `basis: mixed` appears over-applied on five further claims (flagged, no correction)

Records: claim_delhi_water_registered_consumer_boundary, ..._boundary_2, ..._boundary_3, ..._boundary_4, and claim_delhi_water_public_status_tracking_route_2 Rule: PROTOCOL §5.

Each of these asserts something the source or interface directly shows — what the FAQ's own list says, and that the Track Application Status route was reached without a login — and each justifies mixed by a limitation that is not a mixing of basis ("No login was used and no personal data was entered"). Not crossing a boundary is a limitation on scope, not an inferential step in the assertion made. On a strict §5 reading these are observation.

No correction is proposed. §1 gives the auditor the remit to "Downgrade or mark contested" and §13 forbids the auditor from inventing evidence to make a record complete; strengthening a researcher's deliberately cautious label is neither, and none of these five affects a cell state (..._boundary* support no cell, and partial is already sufficient support for after-submission under §8). Recorded here as a limitation for the integrator.

---

F6 — Duplicate content across two claims cited by two different cells (flagged, no correction)

Records: claim_delhi_water_who_can_apply_3 (cited by eligibility) and claim_delhi_water_identity_and_ownership_documents (cited by documents) Rule: PROTOCOL §13 ("The auditor may ... merge duplicates"), §1 ("Reuse a record ID once published; change content, not identity").

Both rest on source_delhi_water_djb_faq, both are Grade B / observation / verified, and both assert the same checkable thing — that the applicant must hold proof of identity together with proof of property ownership. ..._who_can_apply_3 was created by the IND-91 part B split of ..._who_can_apply, apparently without noticing that the pre-existing ..._identity_and_ownership_documents already carried that limb.

No correction is proposed. A merge would delete one published record ID and re-point a cell that currently cites it, and the two cells legitimately read the same fact under two different §8 definitions — as a document requirement under documents and as a qualifying rule under eligibility. Deciding which ID survives is an identity change that belongs with the integrator under §1, not with an isolated audit run. Both cells remain stated on other claims regardless of the outcome. Recorded as a limitation.

---

F7 — No source carries an archive capture taken at access time

Records: all five sources Rule: PROTOCOL §11 ("At access time, capture an archive snapshot for every public source used ... If capture fails, record the access date, the failure, and a limitation"), §14 (done requires "a Wayback snapshot or documented archival failure").

Every source note ends "no new capture was pushed from this run." The position on the access date 2026-09-06 is:

| Source | Archive position recorded | | --- | --- | | ..._djb_faq | existing snapshot 2025-10-10 | | ..._djb_citizens_charter | availability API returned no snapshot; failure and limitation recorded | | ..._djb_new_connection_form | existing snapshot 2025-08-09; note says it "does not preserve the form as reviewed on 2026-09-06" | | ..._djb_track_status | existing snapshot 2026-02-15; same limitation recorded | | ..._djb_contact_directory | existing snapshot 2025-07-04; same limitation recorded |

§14 is met on its literal terms — four snapshots exist and the fifth failure is documented — but §11's capture-at-access-time requirement is not, and the gap is a deliberate omission ("no new capture was pushed") rather than a capture failure. Its practical consequence is stated honestly in the three route notes: the two undated live interfaces whose Grade B rests on access-date observation (§4, F2 above) have no preserved copy of what was observed. This bears directly on the FAQ, which is the sole support for the whole cost schedule and most of eligibility.

No correction is proposed: §13 forbids the auditor inventing evidence, and an audit run cannot retroactively capture a snapshot. Carry as a stated limitation per §13 and §14.

---

F8 — Secondary compound clause in an `after-submission` claim (flagged, no correction)

Record: claim_delhi_water_portal_tracking_facility_listed Rule: PROTOCOL §8 lint check 1.

The text names two facilities in one assertion — that the charter lists status tracking among the portal's 24x7 facilities, "alongside submission of an application for a new water or sewer connection." The tracking limb is the one the cell scores and it is checkable on its own; the submission clause is contextual and, per §8, is not after-submission evidence in any event. Materially weaker than F3 (one list entry with its neighbour named, versus two independent procedural routes), so it is recorded rather than split. Cell support is unaffected.

---

F9 — `cost`: cell state confirmed, with limitations correctly recorded rather than papered over

Record: expectations /cells/cost Rule: PROTOCOL §8 cost definition; §7 citation gate.

Setting F1 aside, the cell is sound. The cited claims give amounts a citizen pays, line by line, for the domestic category that is this scenario's category, all Grade B or C and all verified. The note does three things the protocol wants and that auditors usually have to add: it separates route-specific amounts (the Rs. 45,000 / Rs. 1,00,000 development charge in unauthorised regularised colonies, the Rs. 50 optional doorstep fee) from generally payable ones; it declines to resolve whether the FAQ's Rs. 10 form-and-processing fee is the same Rs. 10 as the table's application fee, recording the ambiguity instead of guessing; and it records that the schedule is not established as exhaustive, since nothing in the ledger states what is payable where the distance to the DJB network exceeds 5 metres. State stated is correct.

---

F10 — `time`: cell state confirmed, one-stage disclosure present

Record: expectations /cells/time Rule: PROTOCOL §8 time definition — "when the figure covers only one stage, the cell note must say so."

The cell gives actionable figures: the charter's 15-day delivery time, the same 15 days on the doorstep route, and the applicant's own 15-day deadline to pay the ZRO's demand or lose the sanction. The note discharges the one-stage requirement explicitly ("The figure therefore covers one stage only"), states that nothing after sanction carries a published figure, distinguishes a deadline binding on the applicant from a service-level target on the Board, and discloses that both charter figures rest on a Grade C source whose currency is not established. State stated is correct.

The third cited claim claim_delhi_water_demand_payment_deadline_3 (sanction withdrawn on non-payment) states a consequence rather than a figure; it is retained as cited because it establishes that the fifteen-day deadline is binding, which is what makes the deadline actionable under the §8 definition, and the cell note recites it in exactly those terms.

---

F11 — `documents`, `eligibility`, `owner`, `after-submission`: cell states confirmed

Rule: PROTOCOL §8 cell definitions.

  • **`documents` = `stated`.** Concrete documents are named with a requirement to produce them: identity proof and
  • a property-ownership document as a condition of sanction, the charter's enumerated identity proofs plus the last
  • three months' paid electricity bills plus an undertaking where ownership documents are unavailable, and a
  • passport-size photograph under 1 MB on the online form. The note correctly limits the enumerated list to the
  • colony categories the charter names.
  • **`eligibility` = `stated`.** Twelve `verified` Grade B claims give rules that decide who qualifies and which
  • route applies: owner and tenant limbs, the proof condition, the NDMC/Cantonment territorial exception, the
  • network precondition and its take-over limb, no accumulated arrears, completed and authorised construction with
  • no connection on a vacant plot, one connection per dwelling unit, and the 15-metre building-height limit.
  • **`owner` = `stated`.** A specific office list (the JDR/DDR/ZRO directory with addresses and the assembly
  • constituencies each office covers) plus a designation tied to a jurisdiction rule (the Zonal Revenue Officer
  • concerned) — both routes §8 names. Survives the F2 downgrade.
  • **`after-submission` = `stated`.** The Track Application Status route is a status page reachable without login
  • that takes a new-connection reference number and returns status plus a dated action list — squarely within §8's
  • "status page, tracker". The four route claims are `partial`, which §8 expressly permits as support for `stated`
  • ("Only `verified` or `partial` claims may support `stated` or `mentioned`"), and the note discloses that the
  • route was read and not queried. `claim_delhi_water_portal_tracking_facility_listed` (`verified`, C) corroborates
  • from the charter.

F12 — Boundary and Unknown claims are correctly excluded from every cell

Records: claim_delhi_water_registered_consumer_boundary (and _2–_5), claim_delhi_water_sanction_outcome_notice_unknown (and _2) Rule: PROTOCOL §8 — "a boundary statement or Unknown claim records a limitation, not a positive cell value"; §7 citation gate; ledger schema claim.allOf (non-Unknown grade requires ≥1 source).

None of these seven claims is cited by any of the six cells. The two Unknown claims carry evidenceGrade Unknown with empty sourceIds, which is what the schema's conditional requires and what §7 permits only for Unknown claims; every other claim in the file carries at least one source. The after-submission note explicitly hands the sanction/refusal question back to the unknown claims rather than absorbing it into the cell. This is the rule most often broken in this benchmark and it is observed correctly here.

---

F13 — Manifest waiver checked and apt; scenario tagging clean

Records: manifest lintWaivers[0] (claim_delhi_water_simplified_document_list_2); all 46 claims Rule: PROTOCOL §8 (waivers must name record ID and reason; lint check 7, undeclared or incorrect scenario IDs); §2 (one manifest-declared primaryScenarioId).

The single waiver is correctly reasoned: the charter's voter ID / ration card / passport / PAN / driving licence / Aadhaar / bank passbook / government photo ID enumeration is one published list of alternative proofs of the same requirement, any one of which satisfies it — not several independent requirements, so it is not a compound claim in substance. Every claim in the file is tagged to scenario_ind32_water_residential, which is the manifest's primaryScenarioId and the ledger's only scenario; no aliases, no undeclared IDs. The manifest's ledgerFile, expectationsFile and mode match the files as found.

Summary

13 findings; 6 corrections (C1–C6) across 4 records. No cell state changes: cost, documents, eligibility, time, owner and after-submission all remain stated, and all six survive their corrections. C1 removes one non-cost claim from the cost cell's claim list; C2 downgrades one claim's evidence grade B → C; C3–C5 split one unwaived compound claim; C6 corrects one claim's basis. Standing limitations for the integrator: the over-applied mixed basis on five claims (F5), the duplicate identity-and-ownership claim pair spanning two cells (F6), and the absence of any access-date archive capture, which leaves the two undated Grade B live interfaces unpreserved (F7).

It carries no amount, no fee schedule and no explicit-zero statement, so it does not support the cost cell under the PROTOCOL section 8 cost definition. Section 3 is not engaged because the claim states no zero price for the download; it says nothing about price. Its fee-bearing siblings claim_delhi_water_application_form_fee and _2 remain cited, and the cell state stays stated on the twelve remaining claims.
claim · claim_delhi_water_zro_office_directory_published/evidenceGrade"B""C"The claim rests solely on source_delhi_water_djb_contact_directory, a static PDF whose own source note records 'Visible date: none is shown; the file carries no issue or revision date. Limitation: the file is undated, so the directory's currency cannot be checked.' That is the PROTOCOL section 4 Grade C condition, 'Archived, undated, or visibly outdated official material; state the date and limitation'. The Grade B clause it would otherwise need, 'direct current observation of a public official interface', does not reach a static file: the ledger invokes that clause for the two undated live routes (new-connection form, track-status route) and correctly grades the other undated static PDF, the citizens charter, C. Grading this PDF C makes the file internally consistent.
claim · claim_delhi_water_application_submission_routes/text"The Delhi Jal Board FAQ states that a new connection application can be submitted online on the consumer portal or in the office of the concerned Zonal Revenue Office on all working days.""The Delhi Jal Board FAQ states that a new connection application can be submitted online on the consumer portal."The published text carries two independently checkable submission routes in one sentence, breaching the PROTOCOL section 1 atomicity rule ('one claim asserts one checkable thing') and section 8 pre-audit lint check 1. The manifest entry's lintWaivers cover only claim_delhi_water_simplified_document_list_2, so this finding is unwaived and blocks audit under section 8. This correction narrows the parent to the online limb; correction C4 carries the counter limb into a new record so no evidence is lost.
claim · claim_delhi_water_application_submission_routes_2/null{"id":"claim_delhi_water_application_submission_routes_2","text":"The Delhi Jal Board FAQ states that a new connection application can also be submitted in the office of the concerned Zonal Revenue Office on all working days.","jurisdiction":"Delhi, NCT of Delhi, India","scenarioIds":["scenario_ind32_water_residential"],"nodeIds":[],"sourceIds":["source_delhi_water_djb_faq"],"evidenceGrade":"B","basis":"observation","status":"verified","contradictsClaimIds":[],"notes":"Split by audit from claim_delhi_water_application_submission_routes, with the source, grade, basis and status unchanged and the wording carried over from the same FAQ sentence. The counter route and its working-days condition are separately checkable from the online route. A step at submission, not after it; recorded for the route, not for the after-submission cell."}True addition (old null per PROTOCOL section 13) carrying the counter limb of the compound claim split in C3, so that splitting the parent does not delete published evidence. The new ID follows this ledger's established _2 suffix convention for split limbs, which keeps the parent's identity unchanged as section 1 requires.
claim · claim_delhi_water_application_submission_routes/notes"A step at submission, not after it; recorded for the route, not for the after-submission cell.""A step at submission, not after it; recorded for the route, not for the after-submission cell. Split by audit into the online route and the counter route, the latter carried by claim_delhi_water_application_submission_routes_2."Records the C3/C4 split on the parent record, matching this ledger's existing convention of noting every split in the notes field (as done for claim_delhi_water_who_can_apply, claim_delhi_water_network_precondition and claim_delhi_water_zro_approves_sanction).
claim · claim_delhi_water_registered_consumer_boundary_5/basis"mixed""inference"PROTOCOL section 5 requires that mixed explain its observation/inference boundary in notes. This record's note states 'This is the inference drawn from the FAQ's list', and the observational limb (what the FAQ actually lists) is carried separately by claim_delhi_water_registered_consumer_boundary and its _2, _3 and _4 siblings. Nothing observational remains in this record, so there is no boundary for mixed to explain and the field contradicts the record's own note. Section 5 also holds that a source grade does not turn an inference into an observation.

claim · claim_delhi_water_public_status_tracking_route/basis"observation""mixed"Section 5 requires basis to separate what a source directly shows from a conclusion drawn from it, and section 10 requires case-data-bound surfaces to remain unknown rather than inferred. The route's existence, public reachability and reference-number input were observed; what it returns on submission was not, because the claim's own notes record that no reference number was entered and no case data was retrieved. The notes already explain the boundary, as section 5 requires for mixed.
claim · claim_delhi_water_public_status_tracking_route/status"verified""partial"Part of the claim's assertion — the content the route returns — was never observed and cannot be verified from a read-only visit, so verified overstates the record. This claim named two different decision-makers for two different service routes — the ZRO for the in-scope residential sanction, the Executive Engineer for the commercial and bulk routes this scenario excludes. The excluded-route half is retained verbatim as a separate claim rather than dropped.
claim · claim_delhi_water_zro_approves_sanction/notes"The Executive Engineer half marks the boundary with the excluded commercial and bulk routes.""Split by audit: the Executive Engineer half, which marks the boundary with the excluded commercial and bulk routes, is now carried by claim_delhi_water_executive_engineer_scope. Retained under the primary scenario as route-selection evidence: it identifies the decision-maker for the commercial and bulk routes this scenario excludes, and so tells a scoped applicant that the ZRO route is theirs. Deliberately not cited by the owner cell, which scores the residential route."}Addition completing the section 13 split of a compound claim. The text is carried over verbatim from the record it was split out of, so no evidence is invented; section 2 requires every claim to carry at least one scenario tag, and the primary scenario is the only scenario in this ledger.
expectation · water-connection/cells/cost/note"Amounts the citizen pays are published line by line for the domestic category: application fee Rs. 10, opening fee Rs. 250 water and Rs. 250 sewer, trade advance Rs. 5,000, occupier security Rs. 500 and Rs. 500, and road restoration Rs. 1,600 and Rs. 3,200 within 5 metres, with fixed development charges of Rs. 45,000 or Rs. 1,00,000 in regularised colonies and a Rs. 50 doorstep fee. The published total is not exhaustive: beyond 5 metres the applicant bears the contractor's cost, which the same route says is not billed by the Board.""The FAQ publishes a line-by-line schedule of amounts the citizen pays in the domestic category, which is this scenario's category: application fee Rs. The schedule is not established as exhaustive: no claim in this ledger records what is payable where the distance to the network exceeds 5 metres, and that gap is recorded here as a limitation on the reviewed evidence, not as a finding about what the route says."Sections 9 and 13. The closing sentence asserted that beyond 5 metres the applicant bears the contractor's cost and that the same route says the Board does not bill it. No claim in this ledger records any of that, so the sidecar was carrying an uncited evidential assertion in prose. The rewrite keeps the honest point — the schedule is not exhaustive — as a stated limitation, and scopes the route-specific amounts so the note does not read as though they stack for every applicant.
expectation · water-connection/cells/time/note"An actionable service-level target is published: 15 days for a new water and sewer connection, named against the responsible officer in the charter's service table, and the same 15 days for the doorstep route. A second figure binds the applicant, who must pay the ZRO's demand within fifteen days or lose the sanction. The 15-day figure covers sanction; no figure is published for the physical installation that follows, which the same evidence says is executed by a licensed plumber at the applicant's cost.""An actionable service-level target is published: the charter's table of services gives 15 days for a new water and sewer connection, and the charter gives the same 15 days for the doorstep route, where its wording ties the figure to sanction of the connection. Both charter figures rest on a source whose currency is not established by the document and which audit grades C; the only Grade B figure in this cell is the applicant's own payment deadline."Sections 8, 9 and 13. Section 8 requires the note to say when a time figure covers only one stage, which the original did; but the same sentence asserted that the stage which follows is a physical installation executed by a licensed plumber at the applicant's cost, and no claim in this ledger records any of that. The original also stated the 15 days is named against the responsible officer in the charter's service table, which no claim establishes. The rewrite keeps the one-stage disclosure section 8 demands, states the post-sanction gap as a limitation, and records the grade position after the F1 downgrades.
