Bengaluru new domestic water connection grid-only re-score evidence ledger

v0.1

Scope

Bengaluru new domestic water connection

The individual owner of a built residential property with no connection applies to the city's water utility for a new domestic water supply, with sewer only where the same application covers it. Bulk or high-rise connections, commercial use, regularisation of unauthorised connections, name transfer on an existing account and tanker supply are excluded.

Six expectations

What public evidence states.

mentioned

The topic is named exhaustively and answered nowhere. The board names every component of the charge — application fee, attachment fee, inspection charges, three months minimum deposit, meter cost, sanitary point charges, GBWASP and BCC charges, prorata charges for residential buildings, and line cost as per actuals — and publishes a separate document for each. Every one of those documents is a one-page scan with no text layer. The route titled Know Your Connection Fees returns a zero-byte file. The application form itself must be bought, with no price given. The only place a figure appears is the tentative-charges screen inside the application, past the login. The one readable amount anywhere, Rs. 1,000, is the entry payment for the instalment option rather than the cost of the connection, and is not cited here.

claim_bengaluru_grid_water_rate_components_published · Grade B — current official procedure, form, service portal, circular, or agency page

The board publishes each component of the connection charge as a separate document on its consumer routes.

Usable rules decide which route and which charge set apply: the applicant chooses a regular application, an instalment application, or a 110-village application where the property lies in one of the villages integrated into the city network, to which zone, layout and ETP charges attach; and the rainwater harvesting requirement turns on whether the premises measure 1200 square feet or more. What is not published on any reviewed route is a technical-feasibility or network-availability condition of the kind other utilities in this pilot state.

The topic is touched without a figure. The board counts stages and shows how many are complete, which is a reference to sequence and progress rather than a duration; no reviewed route gives a period for any stage, a total, a deadline binding on the applicant or a service-level target. The only dated statement on any reviewed route is a notice about demand-note validity that expired in July 2021.

The topic is named without an actionable value. The board is reachable — a toll-free number, a contact document, a plumber list, a grievance form — but no reviewed route names the office, officer or role that sanctions a new connection, or lets an applicant move from an address to the division that will handle it. The board does name an assigned officer, but only to the individual applicant inside the application after login, which is a private case surface rather than published documentation and names the topic without giving a value a citizen can act on. The corporate site's English, contact and office-location routes were searched; the claim recording that the English route did not carry through to the contact and office-location pages cites a source that does not cover those pages, so audit marked it contested and it no longer supports this cell.

claim_bengaluru_grid_water_toll_free_and_helpdesk · Grade B — current official procedure, form, service portal, circular, or agency page

The board publishes a toll-free number 1916 on its consumer routes for help or complaints or support related to a water connection application.

stated

Several surfaces the citizen sees after submitting are identified, and two of them are public: an application-status lookup by application number on the consumer entry page and a status route on the current portal, neither needing a login. The board also describes a downloadable acknowledgement, a demand note generated on approval, and a payment receipt after payment. The status routes were read, not queried; no application number was entered.

Limitations

What remains bounded.

Independent research, not official advice. Grid-only benchmark run: sources and claims only, no nodes, edges, roadblocks or journeys. This is a second, independently gathered row for Bengaluru, produced by the same method as the twelve city rows so that the pilot site is measured the way the comparison cities were; it does not reuse and did not read the deep pilot ledger for this service. Desk research, no counter visited. Limitations: every one of the board's published rate documents for a new connection is a one-page scan with no text layer, so no figure could be read from any of them; the board's own Know Your Connection Fees route returned a zero-byte file; the amount payable is computed inside the application after login, which was not crossed; a statement that the board's English-language route does not carry through to its contact and office-location pages was recorded during the pass, and the audit found it uncited under protocol section 7 because the ledger holds no source record for the corporate site those pages sit on; it is retained as a contested claim, supports no cell, and should not be read as an established finding; four of the five source URLs have no Wayback snapshot. Do not submit personal data through this ledger. One audit limitation ships unresolved: the corporate site's English landing page, contact information page and office location page were searched during the pass but have no source record in this ledger, which is why the claim that the English route did not carry through to those pages is retained as contested and supports no cell. The source record for the board's rate documents carries no publication date but does carry a visible-date note stating that none is shown on the route or on the files it links, so no source-date limitation remains open.

Audit

Findings

F1 — blocking — `claim_bengaluru_grid_water_english_route_not_carried` fails the section 7 citation gate

Protocol requires. Section 7: every non-Unknown claim needs at least one source; a source supplies the direct link, exact access date and jurisdiction; and citations must resolve to specific pages. Section 1 (auditor) permits downgrading, or marking contested, when the evidence does not support the wording.

Observed. The claim asserts an observation about the board's corporate site — that its English language route did not carry through to *its contact information and office location pages*, which rendered in Kannada. Its only cited source is source_bengaluru_grid_water_owc_portal, whose URL is https://owc.bwssb.gov.in/ and whose own source note describes it as the Jaladhare consumer portal offering OTP login, consumer user manuals, an important-documents route and a public application-status route. That source record does not cover the corporate site at bwssb.karnataka.gov.in, and no source record anywhere in the ledger covers it. The three corporate-site URLs the claim is actually about — https://bwssb.karnataka.gov.in/en, .../BWSSB+Office+location/en, .../Contact+Us/Contact+Info/en — appear only in the owner cell's searchedRoutes, which record that a route was searched and are not sources.

The claim is therefore uncited for what it asserts, while carrying status: verified, evidenceGrade: B, basis: observation, and while being cited in a scored expectation cell.

Resolution. Status downgraded verified → contested and the reason recorded in the claim's notes (corrections 1 and 2). The observation is retained, not deleted — section 6's spirit and section 13's limits both point that way, and the auditor may not invent a source record for pages it did not see. The grade stays B: grade describes the strength of the kind of source, and a direct observation of a public official interface would be B if a source record for it existed. Adding such a record would require inventing an access date, the agency naming displayed, and an archive result, which section 13 forbids.

F2 — correction — the owner cell scores a claim that F1 downgrades

Protocol requires. Section 8: only verified or partial claims may support stated or mentioned.

Observed. cells.owner.claimIds cites claim_bengaluru_grid_water_english_route_not_carried, which F1 marks contested. The cell's note also states the unsupported observation as an established fact.

Resolution. The claim id is removed from cells/owner/claimIds and the closing clause of cells/owner/note is rewritten to record the route as searched and the claim as contested (corrections 3 and 4). The cell's state does not change: it is still carried by claim_bengaluru_grid_water_toll_free_and_helpdesk and claim_bengaluru_grid_water_status_shows_stage_and_officer, both verified. The corporate-site URLs remain in searchedRoutes, which is correct — they were searched, and a mentioned cell is required to record searched routes.

F3 — correction (not mechanically applicable) — `source_bengaluru_grid_water_fee_documents` has neither `publishedAt` nor a visible-date note

Protocol requires. Section 8, lint item 5: source-date quality — missing publishedAt without a visible-date note, or a stale or undated source without a stated limitation. An unwaived lint finding blocks audit.

Observed. Of the five sources, source_bengaluru_grid_water_owcv2_consumer and source_bengaluru_grid_water_owc_portal carry no publishedAt but each states "no visible last-updated date"; source_bengaluru_grid_water_consumer_manual and source_bengaluru_grid_water_tariff_2025 carry publishedAt. source_bengaluru_grid_water_fee_documents carries neither a publishedAt nor any statement about whether the route shows a date. Two claims rest on it, including one of the five cost-cell claims.

Resolution. No correction is proposed. The fix is an observation this audit does not hold, and section 13 bars inventing one. This ships as a stated limitation: the important-documents route's currency is undocumented, and the finding must be closed by a fresh observation of that route or by a named waiver in the handoff.

F4 — note — `cost` accepted at `mentioned`; it is neither `stated` nor `absent`

Protocol requires. Section 8: cost is stated when the evidence gives an amount a citizen pays or an actionable fee schedule; a fee described only as prescribed, or a payment step without an amount, is mentioned; absent means the reviewed evidence does not touch the topic.

Observed and decided. Naming every component and publishing a document for each does not amount to an actionable fee schedule when no figure could be read from any of those documents. "Actionable" is a property of what the evidence gives the citizen, not of the publisher's filing practice. The ledger is careful about this: claim_bengaluru_grid_water_rate_documents_unreadable records the unreadability as a limitation on this run's reach and explicitly declines to claim what the documents contain, so the ledger holds no evidence of any amount. A cell cannot be stated on a schedule whose values are not in evidence — that would be scoring an assumption about the scans rather than the record.

absent is equally wrong: the topic is touched more thoroughly than in most rows. The board names application fee, attachment fee, inspection charges, three months minimum deposit, meter cost for mechanical and AMR meters, sanitary point charges, GBWASP and BCC charges, prorata charges, and line cost "as per actuals"; it publishes a route titled *Know Your Connection Fees*; and the application form must be bought. Three of these map directly onto section 8's own mentioned examples — "line cost as per actuals" is a fee described only as prescribed, and buying the application form is a payment step without an amount.

All five cited claims are verified, so all are admissible support for mentioned. mentioned stands. Worth recording plainly: this cell reads as a documentation failure of an unusual kind — the publisher answered the question in a form no reader can use, and the one route that promises the total returns a zero-byte file.

F5 — note — `owner` accepted at `mentioned`; the assigned officer may support the cell, but only at `mentioned`

A premise correction first. There is no rule at section 3 that personal case surfaces behind login are private by right rather than a documentation failure. Section 3 is the explicit-zero rule and says nothing about login. The protocol's actual handling of the login boundary is in section 1 (public-workflow: mark anything requiring login unknown), section 8 lint item 6 (overclaims across an authentication boundary), and section 10 (login- or case-data-bound surfaces remain unknown rather than inferred). This audit decides the cell on section 8's owner definition and those rules, not on the stated premise.

Protocol requires. Section 8: owner is stated when the evidence lets a citizen identify the office, officer or operational role that holds or decides the case — a specific office list, a designation tied to a jurisdiction rule, or a contact route for that role. A statutory designation or general agency name alone is mentioned. Only verified or partial claims may support a cell; a boundary statement records a limitation, never a positive value.

Observed and decided. claim_bengaluru_grid_water_status_shows_stage_and_officer is not a boundary claim. It is a verified, Grade B, observation claim about what a public consumer manual states, read without login; the boundary claim is claim_bengaluru_grid_water_login_boundary, which is separate, partial, basis: mixed with the boundary explained in its notes, and correctly cited by no cell. So the assigned-officer claim is admissible support and *can* carry the cell — at mentioned.

It cannot carry stated. A per-application assigned officer gives the citizen no name, no designation, no office and no jurisdiction rule before they apply; it is not a specific office list, not a designation tied to a jurisdiction rule, and not a contact route for the deciding role. It names the topic — someone holds the case — and gives nothing to act on. That is the definition of mentioned. The remaining support, claim_bengaluru_grid_water_toll_free_and_helpdesk, is institutional contact: a helpline is a route into the board, not a route to the role that decides. Its own note says so, correctly.

mentioned stands, on two claims after F2.

F6 — note — `time` accepted at `mentioned`; counting stages does touch the timing topic

Protocol requires. Section 8: time is stated on an actionable duration, deadline, processing period or service-level target; "a reference to timing, delay, sequence, or processing without a figure or usable time rule is mentioned."

Observed and decided. A count of stages completed is a reference to sequence and to processing progress. Section 8 names sequence and processing explicitly as topic-touching, which settles it: the cell is mentioned, not absent. absent would require the reviewed evidence not to touch the topic at all, and it does. No figure, deadline or service-level target appears on any reviewed route, so stated is unavailable; the sidecar note says this and adds, correctly, that the only dated statement anywhere on the reviewed routes is a notice that expired in July 2021. The one supporting claim is verified. The "figure covers only one stage" proviso does not apply — there is no figure.

F7 — note — `after-submission` accepted at `stated`; and the cell is not restricted to public surfaces

Protocol requires. Section 8: after-submission is stated only when the evidence identifies something the citizen sees after submitting — a status page, tracker, acknowledgement, receipt, rejection reason or downloadable result. A step at or before submission, including payment, is not after-submission evidence.

Observed and decided. The definition asks what the *citizen* sees after submitting. It does not require that surface to be reachable without login, and no other section imposes that restriction; what the login rules bar is *inferring* about gated surfaces, which is a different thing. The manual-derived claims here do not infer: each is scoped as "the board's consumer user manual states that…", which is an observation of a public Grade B document about what the board documents, not an assertion that an unseen screen behaved a certain way. That scoping is done consistently and well across every manual claim in this ledger and is the reason lint item 6 does not fire.

Even on the narrowest reading the cell survives on public evidence alone: claim_bengaluru_grid_water_public_status_routes identifies two application-status routes reachable without login, and a status page is the first item in section 8's own list. The acknowledgement, the demand note generated on approval and the payment receipt are all post-submission surfaces; the *payment step* is excluded by section 8 but the *receipt* is expressly included, and the cell does not rest on the step.

stated stands.

F8 — note — Grade B retained on `source_bengaluru_grid_water_owcv2_consumer` despite the notice that expired in 2021

Protocol requires. Section 4: B covers a current official procedure, form, service portal, circular or agency page, including direct current observation of a public official interface; C covers archived, undated, or visibly outdated official material, with the date and limitation stated.

Observed and decided. B is right for claims other than the notice itself. The page is the board's live consumer entry point, served and directly observed on the access date — the exact case section 4 grades B. A single expired banner about demand-note validity is one element of a live page, not evidence that the page's procedural content is archived or superseded; treating it otherwise would make B unreachable for any government page carrying an old notice. The currency limitation is properly stated in the source note and again in meta.disclaimer, which is what section 4's C row and lint item 5 require of a source whose currency is in question. claim_bengaluru_grid_water_stale_notice is itself correctly B: it asserts only that the page carries the notice, which was observed, not that the notice is in force.

F9 — note — claim atomicity: single published enumerations accepted; heterogeneous bundles flagged, not split

Protocol requires. Section 1: one claim asserts one checkable thing. Section 8 lint item 1: compound or list claims. Section 13: the auditor may split compound claims.

Observed and decided. The line taken, applied consistently: reproducing one published enumeration from one source — a document list, a tariff table, a fee-component list, one screen's contents — is one checkable thing, and splitting it would fragment the evidence without improving it. On that basis claim_bengaluru_grid_water_documents_required, claim_bengaluru_grid_water_recurring_tariff, claim_bengaluru_grid_water_rate_components_published and claim_bengaluru_grid_water_status_shows_stage_and_officer are accepted as written. Notably, claim_bengaluru_grid_water_status_shows_stage_and_officer supports three different cells (time, owner, after-submission) from three different elements of one screen description; that is uncomfortable, but each cell's note isolates the element it relies on, no cell state turns on the bundling, and the same atomicity rule that would split it would also split the document list.

Three claims do bundle assertions of genuinely different kinds and would be cleaner split, though no cell state depends on the difference and no correction is proposed:

  • `claim_bengaluru_grid_water_mandatory_documents_manual` — a document list, plus an upload count limit, plus a file-size limit.
  • `claim_bengaluru_grid_water_application_form_purchased` — a five-step sequence (log in, supply contact details, pay to buy the form, fill, upload).
  • `claim_bengaluru_grid_water_toll_free_and_helpdesk` — a phone number, plus four separately linked routes.

One wording point on claim_bengaluru_grid_water_rate_components_published: it ends "and states that line cost is charged as per actuals", which is a content assertion embedded in a publication claim, and read carelessly it appears to contradict claim_bengaluru_grid_water_rate_documents_unreadable. It does not: the component names and the "as per actuals" wording are readable page text and link labels on the consumer routes, while the unreadable material is the linked scans. No contradiction link is warranted, and none is present.

F10 — note — `basis` discipline holds; no claim asserts what a route returns on the strength of having read it

Protocol requires. Section 5: observation records what a source or interface directly shows, inference records a conclusion drawn from it, mixed must explain the boundary in notes.

Observed. Every assertion about a return is backed by a retrieval, not by reading a link: claim_bengaluru_grid_water_know_your_fees_empty reports a zero-byte file that was fetched; claim_bengaluru_grid_water_rate_documents_unreadable reports files that "were retrieved". The counter-case is handled explicitly and correctly — claim_bengaluru_grid_water_public_status_routes states that the routes and their fields were observed and that "nothing was entered, so no claim is made about what they return", which is exactly the right restraint and keeps the after-submission cell clean. The three Unknown claims are inference, which is right for a conclusion drawn across the reviewed set. claim_bengaluru_grid_water_login_boundary is mixed and its notes explain the boundary, satisfying section 5.

One weakness, no correction: claim_bengaluru_grid_water_know_your_fees_empty reports a retrieval of .../Know_your_connection_fees.pdf, but its cited source record (source_bengaluru_grid_water_owcv2_consumer) does not document that retrieval the way source_bengaluru_grid_water_fee_documents documents its own. The citation is accepted — the download is a sub-resource of the same portal, reached from the observed page, and the source title names the rates route — but the source record would be stronger for recording it.

F11 — note — `Unknown` claims and the boundary claim are correctly excluded from every cell

Protocol requires. Section 8: only verified or partial claims may support stated or mentioned; a boundary statement or Unknown claim records a limitation, not a positive cell value. Section 7 and the ledger schema exempt Unknown-grade claims from the source requirement.

Observed. The three Unknown claims (..._connection_charge_unknown, ..._timeline_unknown, ..._deciding_office_unknown) carry evidenceGrade: Unknown, status: unknown, empty sourceIds — schema-valid and gate-exempt — and are cited by no cell. claim_bengaluru_grid_water_login_boundary is partial and so would be *eligible* to support a cell, but is cited by none; its own note says it is "not used to support any positive cell value". Both handled correctly. This is the part of the ledger that most clearly preserves its unknowns rather than converting them into scores.

F12 — note — no cell is scored from evidence belonging to an excluded route

The scenario excludes bulk and high-rise connections, commercial use, regularisation, name transfer and tanker supply. Nothing scored touches those. The nearest risk is claim_bengaluru_grid_water_recurring_tariff, a full readable tariff schedule that could tempt a stated cost cell; it is correctly kept out of cells.cost.claimIds, with both the claim note and the cell note stating why — it is what a household pays once connected, not what obtaining the connection costs. The EMI route and the 110-village route scored under eligibility are residential routes within the scenario, not exclusions.

F13 — note — archive handling meets section 14 as written, by documented failure rather than capture

Four of the five sources have no snapshot; each records the access date, the failed lookup and the limitation, and retains the original official URL, which is what section 11 requires when capture fails and what section 14 accepts as "documented archival failure". One source carries a real snapshot. The weakness worth naming: each note reports that "the Wayback availability API returned no snapshot" and that "no new capture was pushed from this run" — a lookup finding nothing is not the same as attempting the capture section 11 asks for at access time. Compliant as written; a stronger run would push captures.

F14 — note — `meta.disclaimer` repeats the statement F1 downgrades; not addressable, raised as a limitation

meta is not an addressable recordType under the pointer contract, so no correction is proposed. For the integrator: meta.disclaimer asserts that "the board's English-language route does not carry through to its contact and office-location pages, which render in Kannada". After F1 that statement rests on a contested claim with no source record for the pages observed. Either source the corporate-site pages properly and restore the claim, or soften the disclaimer clause to a searched-route limitation. The disclaimer is otherwise accurate against the record: every rate document a one-page scan, the *Know Your Connection Fees* route returning a zero-byte file, the amount computed past a login not crossed, and four of five source URLs without a snapshot — all four check out against the claims and sources.

F15 — note — reference integrity, dates, jurisdiction strings and scenario tags are clean

Twenty claims and five sources; every sourceIds and scenarioIds entry resolves; every sidecar claimIds entry resolves to an existing claim. All record ids match the schema id pattern. Every date is ISO YYYY-MM-DD and every accessedAt is 2026-09-06, matching meta.asOf. Every claim carries the jurisdiction string "Bengaluru, Karnataka, India", matching meta.jurisdiction and the manifest. Every claim is tagged to scenario_ind32_water_residential, the manifest's primaryScenarioId, which is the sidecar's primaryScenarioId and the only scenario in the ledger; no aliases, no undeclared ids. Every source note carries the jurisdiction and the agency naming as displayed on the access date. Six authored cells are present. contradictsClaimIds is empty throughout and no genuine contradiction was found requiring a link: the entry page's document list and the manual's differ only in that the manual's list is introduced as non-exhaustive ("mandatory documents include") and adds the road cutting endorsement, which is addition, not conflict. nodes, edges, roadblocks and journeys are empty as grid-only mode permits.

F16 — note — no explicit-zero value was suppressed

Section 3 requires an explicit zero to be recorded as stated. The reviewed evidence contains none for this service — the application form is bought rather than free, and no route states a nil fee, a nil upload requirement or a nil eligibility condition. Nothing to record.

---

Unresolved limitations for the integrator

1. F3: source_bengaluru_grid_water_fee_documents has neither publishedAt nor a visible-date note (lint item 5). Not mechanically correctable from audit inputs; close by re-observation or a named waiver. 2. F14: meta.disclaimer repeats the English-route statement downgraded by F1; meta is not addressable by a correction. 3. The corporate site bwssb.karnataka.gov.in was searched for the owner cell but has no source record. Until one exists, no claim about that site can be cited. 4. Cost, time and owner rest on documented absence rather than on published values; the cost absence is partly a login boundary and partly published documents that cannot be read at all.

Re-audit — 2026-09-06 (IND-91 part B)

A fresh isolated auditor re-audited this row after pre-audit lint remediation, on the section 12 inputs only. 3 corrections were proposed and 3 applied; none unapplied.

Re-audit — bengaluru-grid / water-connection

Row: ledger/jurisdictions/bengaluru-grid/water-connection.json, sidecar ledger/jurisdictions/bengaluru-grid/expectations/water-connection.json, manifest entry bengaluru-grid / water-connection (mode grid-only, primaryScenarioId scenario_ind32_water_residential). Protocol: benchmark v0.1. Audit date 2026-09-06.

Inputs were limited to the six records named in the audit brief. No URL was opened, no other jurisdiction or audit file was read, and no evidence outside the ledger and sidecar text was used.

Counts: 68 claims, 5 sources, 1 scenario, 0 nodes/edges/roadblocks/journeys (consistent with grid-only). Claim statuses: 54 verified, 4 partial, 1 contested, 9 unknown. Grades: 59 B, 9 Unknown.

Cell states

F1 — `cost` = `mentioned` is correct (§8 cost)

No reviewed record gives an amount the citizen pays for the connection or an actionable fee schedule. Every charge head is named (claim_bengaluru_grid_water_rate_components_published_2 … _11) with no figure; the linked rate documents are unreadable scans (..._rate_documents_unreadable, _2); the route titled Know Your Connection Fees returns a zero-byte file (..._know_your_fees_empty); the computed figure appears only past login (..._tentative_charges_after_entry). That is exactly §8's "a fee described only as prescribed, a payment step without an amount" pattern.

The one readable figure in the ledger is Rs. 1,000 in claim_bengaluru_grid_water_application_types_2, an entry payment that starts instalments on a principal the board never discloses. It fixes no price for the service, so it does not lift the cell to stated. The cell note already says this in terms. State upheld; no correction.

F2 — `cost` claimIds include three claims that assert nothing about cost (§8, second audit check)

claim_bengaluru_grid_water_application_form_purchased ("the applicant logs in with a mobile number"), ..._2 ("provides an email address and mobile number") and ..._4 ("fills the application and uploads the documents") assert authentication and form-filling steps. None of them touches an amount, a fee, or a payment. They were pulled into the cell when the IND-91 part B split propagated every fragment of the parent claim into the list that had cited the unsplit parent. Only ..._3 ("the applicant makes payment to buy the application form") is cost-bearing, and it is the archetypal "payment step without an amount" that supports mentioned.

Correction C1 — /cells/cost/claimIds, drop the three.

F3 — `eligibility` claimIds include two claims that are not eligibility rules (§8 eligibility)

§8 requires a rule that decides who qualifies or which route applies. claim_bengaluru_grid_water_application_types_2 states the EMI payment terms (Rs. 1,000 entry payment, balance billed monthly) and ..._application_types_4 states which charge heads attach to the 110-village route. Both describe what a route costs, not who may use it or when it applies. The cell note reaches past §8 when it treats "which charge set applies" as an eligibility rule.

Removing them does not change the state: ..._application_types (the three application types offered) and ..._application_types_3 (the 110-village route covers the villages integrated into the city network) give a rule that decides which route applies, and ..._rwh_threshold gives a rule that turns on a measurable property of the premises. stated is upheld.

Correction C2 — /cells/eligibility/claimIds, drop the two.

Both claims are legitimate cost citations if the row wants them listed (charge heads named without amounts, and an amount that is an instalment entry rather than a price). §9 makes claimIds optional for a mentioned cell, so no addition is proposed; if either is added later, the cost note must keep saying that Rs. 1,000 does not establish what the connection costs.

F4 — `documents` = `stated` is correct (§8 documents)

claim_bengaluru_grid_water_documents_required_2 … _6 name concrete documents with a requirement to produce them, and the manual repeats the list (..._mandatory_documents_manual, _2). All are verified Grade B, so §8's "only verified or partial claims may support stated" is met. The two upload limits (..._mandatory_documents_manual_3, _4) are submission mechanics for those same documents and are accepted as supporting citations. Every listed claim supports the cell; no correction.

F5 — `time` = `mentioned` is correct (§8 time)

..._status_shows_stage_and_officer and _2 name sequence and progress with no period, no total, no deadline and no service-level target — §8's "a reference to timing, delay, sequence, or processing without a figure". The four ..._timeline_unknown* claims are Unknown-grade and correctly cited nowhere, per §8's rule that an Unknown claim records a limitation and never a positive cell value. searchedRoutes are recorded as §9 requires for a mentioned cell.

The note's line about the expired demand-note notice rests on claim_bengaluru_grid_water_stale_notice, which the cell does not cite. §9 makes topic-only claimIds optional for a mentioned cell, so this is not a defect; citing it would be an improvement, not a fix. No correction.

F6 — `owner` = `mentioned` is correct (§8 owner)

The helpline and general contact routes (..._toll_free_and_helpdesk, _2) are a route into the agency, not to the office, officer or role that decides the case — §8's "general agency name alone is mentioned". ..._status_shows_stage_and_officer_3 is a verified Grade B observation of the public manual (the manual says the tab shows an assigned officer), so citing it is permitted; but what it establishes is that a name is disclosed privately to one applicant after login, which is not published documentation a citizen can act on before applying. It correctly does not lift the cell.

claim_bengaluru_grid_water_english_route_not_carried is contested and is correctly excluded: §8 admits only verified or partial claims in support of a cell value. The note states this. No correction.

F7 — `after-submission` = `stated` is correct (§8 after-submission)

Two login-free status routes (..._public_status_routes, _2, _3), a downloadable acknowledgement, a demand note on approval and a payment receipt (..._acknowledgement_and_demand_note, _2, _3), and the status tab's contents (..._status_shows_stage_and_officer, _2, _3) all identify something the citizen sees after submitting. Nothing in the list is a step at or before submission, which §8 excludes. The gated surfaces are asserted as what the published manual states rather than as observations of the gated screens, so §8 lint check 6 (overclaims across a login boundary) is not tripped. No correction.

Atomicity (§8 lint check 1)

F8 — `claim_bengaluru_grid_water_mandatory_documents_manual` is a list claim

Its text asserts four documents at once ("the building plan or a building photo with the owner or the lease-cum-sale deed or the khata"), while its own note says the record was split "into the list, the additional document and the two upload limits". The parent kept the list. The row applies the opposite standard to the same content from the entry page, which was split into ..._documents_required_2 … _6, one item per claim. Unwaived, this blocks audit under §8.

No correction is proposed: a faithful split means authoring four new claim records, and the auditor must not invent the per-item evidence attribution without re-observing the manual (§13, "may not invent evidence"). The split is owed in a re-observation pass.

F9 — `claim_bengaluru_grid_water_toll_free_and_helpdesk_2` is a four-item conjunction

"a contact document and a plumber list and a grievance form and a frequently asked questions route" is four checkable things in one claim, and its note asserts "one published item, one claim", which is not true of the text as written. The claim cites two sources (..._owcv2_consumer and ..._consumer_manual) collectively; the ledger text does not say which source shows which item, so the split cannot be performed without re-observation. Finding only; it supports the owner cell's mentioned state either way.

F10 — `claim_bengaluru_grid_water_application_types_4` is a three-item conjunction

"Zone charges and layout charges and ETP charges apply" is three charge heads in one claim, again against a note that claims one item per claim. Single source, so this one is splittable without re-observation, but it is left as a finding for the same pass that resolves F8 and F9 so the cell lists are rewritten once.

F11 — `claim_bengaluru_grid_water_english_route_not_carried` is compound

It asserts both that the corporate site offers an English route and that the route did not carry through to the contact and office-location pages. The claim is contested and supports no cell, so it gates nothing, but the split is owed alongside the source record that F14 describes.

Grades, basis, citation gate

F12 — evidence grades and basis are correct (§4, §5)

All 59 non-Unknown claims are Grade B, and each rests on direct current observation of a public official interface, an official consumer manual, or an official tariff document — precisely the §4 Grade B rows. No Grade B sits on a secondary source (§8 lint check 3) and no observed official form is graded C (check 4). The nine Unknown claims are negative universals ("not established by any reviewed public page", "only inside an individual application after login"), which are conclusions drawn from observation rather than observations themselves; inference is the right basis under §5, and Unknown is the right grade under §4's last row. The four ..._login_boundary* claims are mixed and their notes state the boundary, as §5 requires. No correction.

F13 — citation gate (§7)

Every non-Unknown claim carries at least one source; every source id resolves; every source records a direct link, an ISO access date and jurisdiction text specific to Bengaluru, Karnataka, India. No claim rests on a department homepage presented as a specific citation. There are no duplicate source URL/access-date pairs (§8 lint check 2). Every claim is tagged to the declared primary scenario and no undeclared scenario id appears (check 7). grid-only means there are no nodes, so §6 researchedNoSourceFound verification does not apply.

The one §7 exposure is claim_bengaluru_grid_water_english_route_not_carried: its only source, source_bengaluru_grid_water_owc_portal, covers the Jaladhare consumer portal at owc.bwssb.gov.in, not the corporate-site pages the claim describes. The prior disposition — retain the observation, mark it contested, record the reason in notes, and let it support no cell — is the correct §13 remedy short of re-observation. Upheld; no further change.

F14 — the ledger's own stated limitation about source dates is false (§8 lint check 5, §14)

meta.disclaimer says "the source record for the board's rate documents carries neither a publication date nor a visible-date note". The record source_bengaluru_grid_water_fee_documents does carry one, verbatim: "Visible date: none is shown on the route or on the files it links." Lint check 5 is therefore satisfied for that source and the limitation is stale. The other two undated sources carry equivalent notes ("The page shows no visible last-updated date", "Shows no visible last-updated date"), so no source-date finding remains open on this row.

The same sentence's second limb is also imprecise: it says the corporate site bwssb.karnataka.gov.in "has no source record in this ledger", but source_bengaluru_grid_water_tariff_2025 is a record on that host. The accurate limitation is narrower — the corporate site's English landing page, contact information page and office-location page (all three listed in the owner cell's searchedRoutes) have no source record, which is what leaves F13's contested claim uncited.

Correction C3 — /meta/disclaimer, replace the closing limitation sentence with an accurate one.

---

Other observations, no correction

F15 — archive records comply with §11

Each source records the access date and either a snapshot URL or a documented capture failure with a limitation. source_bengaluru_grid_water_owc_portal carries a snapshot and correctly flags that it predates the access date; the other four record the availability-API miss as a limitation and retain the original official URL. No homepage was substituted for a failed capture.

F16 — record-id drift after the split, cosmetic only

claim_bengaluru_grid_water_application_form_purchased now asserts the login step, while its id and its notes still describe the "form is bought rather than free" assertion that moved to ..._3. §1 requires reusing a published record id and changing content rather than identity, so the id must stay. The stale sentence in notes is worth tidying but changes no evidence and gates no cell.

F17 — manifest and scenario policy (§2, §12)

The manifest entry's primaryScenarioId, ledgerFile and expectationsFile match the records audited; the sidecar's primaryScenarioId matches the single scenario in the ledger; there are no scenario aliases and no branch scenarios recorded. mode: grid-only matches the empty nodes, edges, roadblocks and journeys arrays and the meta disclaimer. Six authored cells are present, the three stated cells cite claim ids and the three mentioned cells record searched routes, as §14 requires.

Summary

17 findings, 3 corrections. No cell state changes: cost mentioned, documents stated, eligibility stated, time mentioned, owner mentioned and after-submission stated are all upheld against §8. The corrections remove five non-supporting claim ids from two cells and repair a false stated limitation in meta.disclaimer. Three atomicity violations (F8, F9, F10) and one compound contested claim (F11) are reported without corrections because splitting them faithfully requires re-observation of the sources; they are unwaived §8 lint check 1 findings and block audit sign-off until split or waived with a named record id and reason.

None names an amount, a fee or a payment, so under the PROTOCOL section 8 requirement that a listed claim support the cell's state they cannot support the cost cell's mentioned value. They were carried in when the IND-91 part B split propagated every fragment of the parent claim into the list that had cited the unsplit parent. claim_bengaluru_grid_water_application_form_purchased_3, the payment step with no amount, is retained because PROTOCOL section 8 names exactly that pattern as mentioned. Both describe what a route costs rather than who may use it or when it applies, so neither supports this cell. The cell stays stated on claim_bengaluru_grid_water_application_types and claim_bengaluru_grid_water_application_types_3, which give the route-selection rule, and claim_bengaluru_grid_water_rwh_threshold, which turns on a measurable property of the premises.
ledger · water-connection/meta/disclaimer"Independent research, not official advice. Two further audit limitations ship unresolved: the source record for the board's rate documents carries neither a publication date nor a visible-date note, which was not correctable without re-observation; and the corporate site bwssb.karnataka.gov.in was searched during the pass but has no source record in this ledger.""Independent research, not official advice. Do not submit personal data through this ledger. One audit limitation ships unresolved: the corporate site's English landing page, contact information page and office location page were searched during the pass but have no source record in this ledger, which is why the claim that the English route did not carry through to those pages is retained as contested and supports no cell. The source record for the board's rate documents carries no publication date but does carry a visible-date note stating that none is shown on the route or on the files it links, so no source-date limitation remains open."The stated limitation is false against the same file. It says the source record for the board's rate documents carries neither a publication date nor a visible-date note, but source_bengaluru_grid_water_fee_documents carries one verbatim: 'Visible date: none is shown on the route or on the files it links.' PROTOCOL section 8 lint check 5 is therefore satisfied for that source and the limitation is stale. The second limb is also imprecise: it says the corporate site bwssb.karnataka.gov.in has no source record, but source_bengaluru_grid_water_tariff_2025 is a record on that host; the accurate limitation is that the corporate site's English landing page, contact information page and office location page have no source record, which is what leaves the contested English-route claim uncited. PROTOCOL section 14 requires stated limitations to describe what is actually unresolved.

claim · claim_bengaluru_grid_water_english_route_not_carried/status"verified""contested"Section 7 citation gate: the claim asserts an observation of the corporate site at bwssb.karnataka.gov.in and its contact and office-location pages, but its only source is source_bengaluru_grid_water_owc_portal (https://owc.bwssb.gov.in/), a different host whose source record covers that portal's login, manuals, important-documents and status routes and not the corporate site. No source record exists for the pages observed, so the claim is uncited for what it asserts and cannot stand as verified. Section 1 authorises marking a claim contested when the evidence does not support the wording; the observation is retained rather than deleted, and no source record is invented for it.

Audit 2026-09-06: the only cited source is source_bengaluru_grid_water_owc_portal, the Jaladhare consumer portal at owc.bwssb.gov.in, whose source record describes that portal's login, consumer manuals, important-documents and application-status routes; it does not cover the corporate site at bwssb.karnataka.gov.in or its contact and office-location pages, and the ledger holds no source record for those pages. The observation is retained and marked contested pending a source record for the pages actually observed, and it supports no expectation cell."Record in the claim itself why audit downgraded it, so the contested status is self-documenting and the missing source record is visible to the next pass.

The cell state is unaffected: it remains mentioned on claim_bengaluru_grid_water_toll_free_and_helpdesk and claim_bengaluru_grid_water_status_shows_stage_and_officer, both verified. expectation · water-connection/cells/owner/note"The topic is named without an actionable value. The board does name an assigned officer, but only to the individual applicant inside the application after login, which is a private case surface rather than published documentation and names the topic without giving a value a citizen can act on. The corporate site's English, contact and office-location routes were searched; the claim recording that the English route did not carry through to the contact and office-location pages cites a source that does not cover those pages, so audit marked it contested and it no longer supports this cell."The note asserted the English-route observation as an established fact supporting the cell. After the downgrade it must read as a searched route plus a contested claim, and the mentioned grounds are restated on section 8's test - the topic is named without a value a citizen can act on.
